What time is his first morning sleep? This might sound strange but someone suggested to me when my boy started waking earler than 7, that I shift his first morning sleep later. Next thing you know he started going back to 7am wake ups!

I know it sounds crazy, but have you tried putting him to bed earlier?
My little one has always been at the lower end of the sleep requirement, but I've worked out (now) that if I have her asleep by 6 - 6.30 she'll sleep for 12 hours. If she's asleep later than that she wakes up earlier (last night - asleep at 7.20 - woke up at 4.50).
Both these strategies have worked for my two. And for my own mum when wrangling with myself and my siblings!
