Hello, I brought this on ebay a few days ago, but not sure what to wear with it on top,

I would go a black singlet or 3/4 tight top with black leggings and ballet slippers and if it's cold add a trench coat.

I'd teem it with a singlet for a casual look, or you could get a 3/4 sleeve white fitted shirt and funky knit vest thing happening.
Otherwise, go watch 'Empire Records'. The character Liv Tyler plays wears these skirts all through it so you could get plenty of ideas.

is this for work or casually?
I have a similar skirt i used to wear to work (i'm on mat leave so my corporate stuff has been pulled out of the cupboard for now)
I would wear it with black tights in winter, a short sleeve red skivvy & a i had a skinny red belt that i wore with it. I also had a pair of red very low heels (like 1cm heels, but i'm tall, so i wear low heels to work, if your shorter, regular heels would also work fine)
I would wear a black coat on the train to & from work.
Your skirt has a blue check through it, so maybe a blue colour would work better than red in this case. I avoided black on top just to add some colour to the outfit, (JMO though)
White shirt with a vest would also work well as Indigo suggested.

for casual I'd go with a cap sleeve tightish top and a little funky vest and some flat boots with accessories maybe a little beret or a thick bangle etc, vests are absolutely everwhere at the moment and I'm in love with them!

Very cute! I would defintely wear it with opaque tights and some cute ankle boots (very this season!).
I would pick up the blue thread and wear a little short sleeved blue blouse with it. I am also a fan of vests like the other girls have mentioned. I am also big on floaty scarves around the neck too...
